Pelan Pengurusan Alam Sekitar

Pelan Pengurusan Alam Sekitar atau biasanya dikenali sebagai laporan EMP, adalah laporan yang perlu disediakan dan dikemukakan kepada Jabatan Alam Sekitar untuk kelulusan. Dalam konteks ini, EMP adalah sebahagian daripada proses Penilaian Impak Alam Sekitar (EIA). Sebelum pelaksanaan projek-projek pembangunan yang jatuh di bawah kategori Aktiviti yang Ditetapkan yang ditakrifkan oleh Akta Kualiti Alam Sekitar Malaysia, projek pemaju atau pemaju perlu menjalankan penilaian kesan alam sekitar dan dilaporkan kepada Jabatan Alam Sekitar (JAS) sama ada sebagai Penilaian Awalan Kesan Alam Sekitar (PEIA) atau Penilaian Kesan Alam Sekitar Terperinci (DEIA).

Jika laporan PEIA atau DEIA diluluskan oleh JAS, langkah seterusnya bahawa pemaju projek perlu mengambil adalah menyediakan laporan EMP untuk kelulusan JAS. Laporan EMP perlu mengandungi tindakan yang disyorkan dalam laporan EIA serta keperluan lain yang dinyatakan oleh
pejabat JAS. Dalam laporan EMP, semua tindakan mitigasi langkah-langkah yang dicadangkan untuk mengurangkan impak negatif alam sekitar atau pencemaran perlu disediakan. Laporan EMP yang baik pastinya dapat membantu pihak pemaju projek untuk mematuhi semua peraturan dan garis panduan alam sekitar yang berkaitan. Laporan EMP perlu juga disediakan selaras dengan format umum EMP yang diterima JAS.

Diringkaskan, jika Laporan EIA menceritakan kisah keseluruhan keadaan alam sekitar semasa dan potensi impak negatif cadangan projek pembangunan, maka laporan EMP memberitahu apa yang perlu dilakukan, bagaimana dan bila untuk melakukan langkah-langkah kawalan yang berkaitan untuk memastikan bahawa keperluan alam sekitar dipatuhi dengan baik dan alam sekitar kualiti juga dapat dikekalkan. 

Environmental Management Plan

Environmental Management Plan or usually known as EMP report, is a report that need to be prepared and submitted to Department of Environment for approval. In this context, EMP is a part of Environmental Impacts Assessment (EIA) components. Prior to implementation of development projects that fall under the category of Prescribed Activities defined by Malaysian Environmental Quality Act, project proponent or developer need to conduct an environmental impact assessment and then report to Department of Environment (DOE) as either Preliminary Environmental Impact Assessment (PEIA) or Detailed Environmental Impact Assessment (DEIA).

If the PEIA or DEIA report is approved by DOE, the next step that project proponent needs to take is to prepare an EMP report for DOE approval. The EMP report needs to contain the recommended actions suggested in EIA report as well as other requirements specified by DOE office. In the EMP report, all actionable mitigation measures proposed to minimise environmental degradation or pollution need to provided. A good EMP report therefore will guide and help the project proponent to comply with all pertaining environmental rules or guidelines. The EMP report need also be prepared in accordance with commonly accepted DOE's EMP format.

Simply said, if EIA report tells the whole story of environmental settings and potential impacts of the proposed development project, then EMP report tells what to do, how to and when to do as to ensure that environmental requirements are dutifully complied and of course, environmental quality can also be preserved. Economic Progress and Sustainable Development



Environmental resources including freshwater, land and ecological components are invaluable. Not only in terms of monetary benefits they hold but also due to the services they do at keeping every ecological process at balance. 


The services may, in some form, cycling the atmosphere gases breathed by human, animals and plants. Even gases produced by industrial area are also included in these services. Water cycle process is also a service provided by the nature that commonly took for granted in pursue to develop economic growth. Water, of deteriorated quality, resulting from human activity namely from domestic, agriculture and industrial activities also took care by nature. Rivers not only carry rain water from upland area to the sea, but also serve as big-long drain that carry polluted water to the sea.


Sign of deterioration of these resources is obvious. Of late, news about landslides, slope instability risking lives, flash floods, rampant land clearing replacing forest reserve, water-deficient catchment area and many more. Of course this sign is yelling to tell that something is just not right. 


It takes an emphatic mind to see and act on this plight. If we can see beyond the profit and loss affair, maybe we could realise that when we carry out economic agenda without due regards to keeping delicate balance of environmental quality, we are actually poisoning our own food source or akin to burning our own home, literally. It takes policy-maker, implementer agency, business entity and public at large an honest admission that environmental quality is everybody business. It should not be shouldered only by the Department of Environment to preserve environmental quality. It’s our environment. Let us progress but in sustainable manners. Let’s Enabling Progress.
